695 Grand Ave
(Dixie’s, Saji-ya, Emmett’s Public House)

The owner of 695 Grand Avenue has teamed with Reuter Walton Development and ESG Architecture & Design to propose a Mixed-Use Redevelopment. The project will provide ground floor Restaurant / Retail space and approximately 80 Market-Rate Apartments with dedicated underground parking.

STATUS (AS OF JUNE 21, 2021)

Reuter Walton, the developers working with owner Peter Kennefick, have filed their application with the City to rezone the property from B2 to T3, to receive a conditional use permit (CUP) for building height, and for a variance for the Grand Ave set-back. Their application will be reviewed by the Zoning Committee of the Planning Commission on July 1.  

On June 17, 2021, the SHA held a special Board Meeting at which the Board voted to recommend approval for the rezoning, CUP for building height, and Grand Ave. set-back. However, the Board recommends disallowing the property to be removed from the E. Grand Avenue Overlay District. A draft version of the minutes from the meeting are available in the column on the right.

At this time, SHA is no longer accepting input from the community. All comments received have been sent to the City.

SCHEDULE

Thursday, July 1, 3:30pm. The Zoning Committee of the City’s Planning Commission will hold their public hearing on the development. SHA will submit our letter, all written comment we received from neighbors, and a summary of the public comment made during our hearing on 6/8/21 into the City’s public record.

  • The Zoning Committee will make a recommendation, which will go to Planning Commission the following Friday. The application will then be sent to City Council for a final decision, likely in August.

April–June 2021 ~ SHA Meetings (ZLU and Board) ~ Debrief from public meetings, consider existing comments, neighbors encouraged to attend and participate.

  • May 5 ~ SHA Developer Meeting (Developer attends) ~ ZLU and SHA Board ask questions on behalf of the neighborhood, get updates, clarify details.

  • June 3 ~ Land Use Application filed ~ Developer submits formal application. City clock starts.

  • June 8 ~ SHA ZLU Public Hearing (Developer attends)

    • SHA considers all comments received, neighbors can attend and speak in person if they wish. ZLU refers to full board.

  • June 17 ~ Full SHA Board Vote ~ The SHA board discusses and votes on the project.

  • July 2021 ~ Planning Commission (Zoning Committee) hearing, and full Planning Commission vote.

    • The Zoning Committee of the Planning Commission considers SHA’s input, holds its own public hearing, and makes a recommendation to the full Planning Commission. The Commission makes a recommendation to City Council a week later.

  • August 2021 ~ City Council Vote ~ The City Council considers the PC recommendation and votes to approve or deny the application.
